Commerce / Control: 206% increase in revenue concealed in the first half



The amount of concealed turnover of commercial transactions, detected during the first half of 2019 by the services of the Ministry of Commerce, increased by 206% compared to the same period of 2018, learned Tuesday the APS with this institution .

According to a review of the activity of economic control and the repression of fraud, carried out from January to June 2019, the services of the Ministry found 4,654 infringements related to the invoicing, of which 286 described as establishment of false invoices and false invoices .

Thus, the control operations allowed the discovery of a concealed turnover of an amount of 35.85 billion DA, against 11.7 billion DA registered in the first half of 2018, an increase of 206%, the ministry’s report states that the minutes (PV) of the offenders were forwarded to the competent courts for the implementation of the public action.

The concealed turnover increase detected by the services of the Ministry mainly reflects a change in the control action which targeted during the first half of 2019 in particular the upstream of the economic activity (production, importation, trade in large).

« The actions undertaken were geared towards addressing the concerns arising from market malfunctions during the previous financial year in terms of both business practices and product compliance. » As such, the action program implemented during this exercise, was articulated around the axes of the fight against the illicit commercial practices and the monitoring of the conformity of the products manufactured locally and imported « , noted the ministry in its balance sheet.

As regards the illicit profits, the control operations recorded an amount of 170,10 million DA, for which the authorized agents established 317 PV for offense qualified of practice of illegal prices (non respect of the regulated prices, false statement of price of returns and maneuvers to conceal the illegal surcharges).

Overall, the control action during the first half of 2019 resulted in 626,586 interventions (-37% compared to the same period in 2018), which resulted in 49,460 commercial offenses (-61%), establishment of 45,765 PV (-62%) as well as the proposal to close 4.393 commercial premises (-50%).

In addition, the control services had to take protective administrative measures consisting of the seizure of goods for a total value of 3.94 billion DA (-18% compared to the same period of the year 2018).

As regards the control of commercial practices, the control services carried out 32,5851 interventions, giving rise to the finding of 32,502 infringements, ie a reduction of the offense rate to 10% compared to 15% in the first half of 2018.

As a result, the control services established 29,800 PV and proposed 3,499 closures of establishments and business premises, according to the same assessment.

The main infringements found in this area are the failure to advertise prices and tariffs with 11.051 infringements or 37.3% of the total, the lack of advertising of the legal notices (6.529 infringements or 22%), the lack of invoicing and the establishment non-compliant invoices (4.654 infringements or 15.7%), the opposition to the control (2.995 infringements or 10.1%), the lack of commercial register (2.097 or 7.08%), the exercise of activity commercial without premises (1.971 offenses or 6.65%), as well as the practices of illegal prices (317 offenses or 1.07%).

In the area of ​​quality control and fraud control, 300,735 control operations were recorded both on the market and at the borders, resulting in 16,959 breaches of the rules on consumer protection.

In addition, non-compliant goods worth 261 million dinars were seized, the border blocking of 255 cargoes for a quantity of 11,969.41 tons of non-compliant products with a value of 3.09 billion AD, the closure of 894 business premises and the development of 15,965 prosecution files.
