The generalization of e-payment tributary of the fight against the informal economy

The generalization of electronic payment in Algeria depends mainly on the success of the efforts made in the fight against the informal economy, experts said Wednesday in Algiers.

Speaking at a study day on banking banking in Algeria, professor of economics, Mahfoud Koubi, said that « the evolution of e-payment is proportional to the level of development of the country’s economy, based on the rules of the market and competitiveness, while the Algerian economy remains dependent on the oil and gas rent « .

Despite the progress made in this area, he continues, e-payment remains « insignificant » in the mass of transactions in Algeria, after 25 years of initiating reforms to modernize the financial system.

The electronic payment requires that the real turnover be communicated and therefore their imposition will be real, while it does not correspond with the mentality of the Algerian operator, he said.

« A poor tax system can not allow the introduction of a means of payment based on visibility and transparency, » he said.

For his part, the economist, Malika Seddiki, called for the acceleration of the process of banking and install a climate of confidence that would allow a « cultural change » in the payment habits of Algerians.

« Consumers and traders are still resisting, they are reluctant, and this resistance is due to lack of confidence in this type of payment method, » she said.

The causes are inherent in « the structure of the economy (Algerian) which continues to favor payment in cash because of the weight of the informal economy and weak banking, » said Seddiki.

In this sense, she called for the pursuit of economic reforms including banking and financial to make electronic banking a « lever » of economic development.

In this context, it recommended intensifying awareness-raising campaigns and strengthening the role of public and private banks, in addition to the introduction of incentives, instead of sanctions, to make merchants aware of the problem. interest of e-payment.

The communications specialist, Rafik Chibane, considered that the glaring lack of mastery of new technologies in Algerian society has contributed a lot to the low level of use of e-payment.

For its part, the administrator of the Economic Interest Group for Monetics (GIE Monétique), Madjid Messaoudene, noted that 90,723 internet payment transactions and 121,925 transactions by TPE were carried out during the period spread between 1 January and June 30, 2019.

The number of transactions of withdrawals by ATMs exceeded during the same period the 4.8 million transactions, according to the same data.

In his balance sheet on e-payment in Algeria, Mr. Messaoudene also said that the number of cardholders CIB is 2.2 million, while that of VSE does not exceed 21.359 devices.

To make the generalization of e-payment a success, he recommended the improvement of customer relations at the bank level (complaints handling, litigation, targeted communication, etc.), staff training, skills development in this area and the encouragement of the electronic banking industry (manufacture of TPE, ATM ..).
